Hartford Community Development Authority

The Hartford Community Development Authority (HCDA) is a non-profit organization; providing weatherization services to eligible applicants at NO COST to the applicant.

The HCDA Weatherization Program is contracted by the State of Wisconsin to work in partnership with the Wisconsin Home Energy Assistance Program (WHEAP) and the Weatherization Assistance Program (WAP) in Dodge and Washington County; to provide weatherization services throughout the two county area.

The Hartford Community Development Authority has been weatherizing homes in Dodge and Washington counties for over 30 years. This reputable program has saved people money on their heating costs and has helped to keep residents warmer by installing energy saving products and performing energy saving work on thousands of homes.

The mission of the HCDA as part of the Wisconsin Weatherization Assistance Program is to reduce energy costs for eligible low-income households (PDF) by improving the energy efficiency of their homes while ensuring their health and safety. Achieving the primary goal of energy efficiency is dependent on effective program management that strives to maximize energy savings, minimize costs; strives for high quality work, and promotes responsible energy use and education.
